About package travel

  • For travel to be considered package travel, the travel must meet these requirements:

    • The travel consists of at least two different travel services. A travel service can be transportation, lodging, car rental or events.
    • The travel takes at least 24 hours or includes one overnight stay.
    • The two different travel services have been put together in a package and are sold by one company.

    Package travel can consist of several different agreements

    If you enter into several different agreements for travel services, it may qualify as package travel if any of the following conditions are met:

    • The various travel services were chosen and paid for at the same sales point/website, but provided by two different companies. Example: You book a hotel and transportation from two different companies, but pay for both services at the same time and at the same place.
    • The travel services have been sold, offered or charged at a combined price covering multiple services.
    • The travel services have been marketed as a package holiday or a similar type of trip, such as a charter or all-inclusive holiday.
    • The travel services have been combined after you and the company entered into an agreement that gives you the right to choose from a selection of services. For example, a gift box containing various optional travel services, or a hotel offering spa treatments where you select the treatments upon arrival at the hotel.
    • The travel services were purchased online from separate companies, but the first company (the travel operator) transferred your personal details (name, email address, and payment information) to another company. You booked another travel service with the second company within 24 hours after entering into the first agreement.

  • The Package Travel Act provides you, among other things, protection against changes that the package travel organiser makes before or during travel. The law also protects you even if the trip is cancelled.

  • When you book a travel service from a company and that company then facilitates the purchase of an additional travel service, it is called a linked travel arrangement.

    A linked travel arrangement consists of at least two different types of travel services. This means separate contracts that may have been entered into with one or more companies. It differs from a package holiday, where you have only one contract covering the entire trip.

    Linked travel arrangements are included in the Package Travel Act.

    For it to be considered a linked travel arrangement, the first company, after you have booked a travel service, must:

    • Mediate or otherwise facilitate the booking of an additional travel service at the same time
    • Mediate or otherwise facilitate the booking of an additional travel service from another company, and this booking is made within 24 hours from the confirmation of the first travel service booking.

    A travel service refers to:

    • Passenger transport, such as flights or buses
    • Accommodation, such as hotels or cottages
    • Car rental or motorcycle rental
    • Tourist services, such as concerts, museum visits, or other excursions.

    Your rights

    It is important to be aware that you do not have the same rights when you purchase a linked travel arrangement as when you purchase a package tour. In a linked travel arrangement, each company is responsible for its own travel service.

    You may be entitled to compensation due to booking errors if the booking error is the company’s fault. This could be, for example, a technical error in the booking system. It is important that you can show what costs you have incurred due to the booking error.

    Linked travel arrangements are partially covered by the travel guarantee. This means that you can receive compensation if the company goes bankrupt after you have booked a travel service. The first company, which sells the travel service and facilitates the other purchases, is obliged to arrange a travel guarantee for its part of the arrangement.
